When it comes to striking heads of the borough “Kumanovska” (existed from 1944 to 1965), the most outstanding personality is Saltir Putin, who was its president from 1951 to 1961. He is credited with providing a better water supply by building a dam, the Lipkovo hydro system, establishing the railway line Kumanovo-Beljakovce, industrialization of the city, and the development of mining and agriculture in the borough.

Saltir Putin participated in the Kozjak fighter detachment (locality Cold Water, Kumanovo, October 12, 1941 – Mallothi, October 17, 1941) was one of four guerrilla units in Macedonia in 1941.
